Question Can't seem to get the Conqueror HUD to appear?

Hi, not don't think anyone else has this issue as far as I've seen so this might be new.

The only mods I have running are the Sim Settlements 3 in 1 pack, Conqueror, the Minutemen Faction pack by Doogle63, Workshop Framework, HUD framework, and the Unofficial Fallout 4 patch.

I can't, no matter what I do, get the Conqueror HUD to appear. The regular Sim Settlements HUD appears as normal. This is at The Castle, with it claimed as an outpost and a War Planners Desk constructed. All other Conqueror functions work normally, but critically I can't see any of my outpost stats, meaning I can't recruit people.

I've messed with all of the HUD settings for Conqueror trying to turn it on or get it to appear in a different position, but none of this works. I've reinstalled all Sim Settlements mods repeatedly, even after removing them from a save and starting from scratch the issue persists. If anyone has any solutions I'm all ears. Thanks.

I would still post a Load Order.

I would try the war planers' desk at a different settlement.

Is the castle your HQ?

Have they ever worked or is this your first run getting them going?

Check out the Faction Pack page for any quest prerequisites?

I really don't think you have a bug. likely just something you might find you skipped or missed if you watch the videos?

Please google his Faction pack video series, I know I had been missing a ton before watching them?

Are you aiming your cursor on the right area of the desk? hahaha, sorry I am really stretching here? :unknw

Before I test with all my mods disabled and post that load order, I'll add a little more info

This issue seems to only occur at the Castle. If I convert any other settlement into an outpost or use that as my HQ, the HUD appears as normal where it should be, and the mod works perfectly fine as intended. However, it does not appear at the Castle. I don't believe I've done anything wrong, as the mod works perfectly fine at any other settlement. This is an issue because as the Minutemen, I'd like to use the Castle as their HQ.

I believe the issue may be that Conqueror is having an issue properly converting The Castle into an outpost. The icon for said settlement changes to that of an Outpost, but I wonder if the core outpost functionality isn't fully taking hold, thus the HUD not appearing. Additionally, setting up HQ at another settlement and then attempting to reconvert the Castle back to a settlement does not change the icon back (though this might be the intended functionality, I'm not sure), I've reinstalled all Sim Settlements and Conqueror related mods, and changed my faction pack, and yet I can't get the HUD to appear at the Castle.

Overall this is very odd and persists after multiple reinstalls of the mod. The only recourse I see is an entirely new save, which I'd prefer not to do seeing as I'm pretty far into this game. If there are any other options or patches for this I'd really appreciate any further help you could give.

Edit: Further note, if I convert the Castle to an outpost and request a location report, it's entirely blank. Rebuilding the local settlement data does nothing. I'm thinking this settlement is just bugged and I've no idea how to fix it.

1. I am very careful with any mod at the Castle. I don't even activate most mods that touch the castle until all the quests are done there.
2. I don't nor ever use a CP there.
3. The Castle is so sensitive to mods my thought process is finding out first what works with your game. That means user testing. I don't expect any author to make their mod compatible with "any other" that touches the Castle or "areas surrounding the Castle.
