Question Can't progress the questline?

I already unlocked all the new explosives and collars , got the supermutant, the ms nanny robot, ophelia and jammer in the base, the last mission I did was for Ophelia and it was to collect a dead drop which was an audio log about a Brotherhood Scribe, ive been screwing around for a few in game days now, probably even weeks have passed, and I don't get offered any new dialogue, the ms nanny robot is just standing there, idling, can't interact with it, the patch notes said more was added to the questline in 4.0.9 but I can't seem to trigger it, what are the requirements for progressing the questline beyond this point?

I loaded a save where I haven't finished Outcast Outreach yet, its on progress, so the quest line is working per say, but I finish it, capture the rest of settlements required (8 at least)? and the questline is still not progressing, no new missions are given by ophelia/ jammer after Outcast Outreach finishes and the Ms Nanny scenes are not playing, its still laying around infront of the workshop, any ideas @kinggath?

I dont know why but i have more bad luck with the trigger i never can trigger the quest of background buthery and i have the ten outpost i am with this error from 4.0.5 i think and nerver fixed i think what i cant do anyhinh to fix my game.

Would probably have to look at the saves to see why things are stuck. Any of you can upload your .fos files to dropbox or google drive and share a link with me and I will take a look when I can.
