Question Can't progress Brannigan Concord Quest ?

I was doing one of the concord quests where you rescue a settler from a cage , I killed the Raiders and got the keys to free him but once I opened up the cage he just sat there saying help

Sorry you never got an answer. I have a similar issue nearly two years later. In my playthrough I think Dogmeat opened the cage before I got to it, so it's open. I therefore can't unlock the cage and the quest is stuck.

Normally I'd go to a previous save but in this case I didn't have the quest active so didn't realize it was anything but a FO4 glitch.

Usually for me, I open and close the gate a few times, try talking to Craig? and if that doesn't work usually just exiting the game completely and logging back in will fix it.

Thanks! It'd been awhile so I went back. Cage was open so I closed it, Dogmeat opened it again dammit, closed it then opened it myself and I was then able to talk and conclude this part.

That is Wonderful. Not sure why but it is always open when I get there. No Dogmeat with me.
