Cant get past "New plots on the block" even with skip quest

I have a serious bug in where I cannot get past the quest new plots on the block, once completed the next quest will not start. I have turned off all add-ons and attempted to skip quest on a new save game and it still will not start "Where there's smoke"

Is there any reason for this to happen? Has anyone found a solution?


EDIT: I made a new save file with literally nothing but sim settlements 2 and chapter 2 and start me up redux (just to get to a bench faster) and I still cannot activate the quest "Where there's smoke" What could possibly cause it to be so broken?

I have the same issue since the update. It's been brutal. Instant gridlock. So you are not alone. Everything was great on a previous play through, but for some reason, it completely stalls out at "Where There's Smoke." Tried skipping past it to Memory Lane. Tried doing it naturally. Nothing. Itsa pretty bad.

Looking online there may be a trigger based on vanilla game progression. However, I didn't see anyone mention a specific quest that's a prerequisite.

This mod is amazing and I’ve really been enjoying it up until this point. It’s a complete game breaker. The only solution I have found online is to reload a save before the mission starts and tell Jake you don’t need his help. But I don’t have a save from before the mission because I constantly have to delete them due to lack of space for new saves. The cheat command to skip current quest in the city manager gave me hope. But it doesn’t work. What’s the point? I hope someone has a solution besides starting a new game

So the only solution I found, was updating all related mods such as the xdi perk speech mod and modifying the load order so that it loads last

You might try disabling the XDI SS2 perk speech mod. In my experience a few quests just dont play nice with it.

i should note here that the perk patch in question is now Abandonware, and it is suspected in this exact case, so if you are still using it, you should probably remove it.
