Question Can't Find City Planners Desk

Hi I just downloaded this mod not long ago and i trying to use Rise of the Commonwealth but I cant find a City planner Desk anywhere. I already downloaded SMM but there are nothing found there are just holotape and nothing more. I also searching for the solution but there are nothing that can help me. Can you help me with this.

PS. I already search in furniture and crafting and cant find it.

How far are you in the game? Have you met Preston and Gang? If not you will find the tape in the Museum of Freedom in Concord. I met them for a long time already. Now my current quest is to help elder maxim with other brotherhood stuff. Then i download Sim Settlement and try.
Do I meed to play new game to make this mod work?

Do what @Geoff said to do once you get done playing around with the BOS.

Go back to the museum of freedom. On the same floor, side of the building but just on the other side from the concord-5 should be the boxes and tape.
