Cannot use cqf SS2_PlotManager console command to upgrade all plots in a settlement.

I've encountered a problem with a SS2 console command and have spent a bit searching the internet and trying to debug it on my own to no avail. I started creating a city plan for SS2 recently, and I've been reading through the wiki as a guide. On the City Level Guidelines page it has a console command at the bottom that I think could be very useful which is cqf SS2_PlotManager X Y. Its supposed to be able to let me upgrade all the plots in my city at the same time. However, I can't seem to get this command to work for me. The command takes the reference ID for the settlement workshop and the level to be upgraded to. When I click on the workbench in the console it show " (000250fe)[EP] so the reference ID should be 000250fe (ps, that first quotation mark is just how it shows it up and is not a typo). However, when I then try cqf SS2_PlotManager 000250fe 3 to try and set all the plot levels to 3 I get an error that reads "No script attached to object contains a function 000250fe". Any help on this issue would be appreciated. I should also not that I tried the other command on that page to just set a single plot's level and it worked. I'm also fairly new to console command in Fo4 so it may be something really simple that I'm missing.
 
Are you using "Better Console" ? That should be the command though hmmm. For my city building I usually do them individually. Next time I load up a save I'll try and run the command at a nearby settlement, have you tried it anywhere besides sanctuary?
 
Ya, that command seems to work, but also work pretty slowly so I guess I'll just stick to setting them all manually. Thanks for the help tho. Also Im not using better console but did install it to see if it helped and it didn't, and I've tried the initial command on several settlements.
 
Yeah, upgrading all of the plots at once is an assault on the system so it tends to go pretty slowly. It's a good excuse to take a 30 minute break and just let it run.
