Old Post Cannot complete In It For the Money quest for SS: Conqueror

I am having trouble figuring out why I can't finish the quest. Unfinished tasks list to build a war planner's desk when I already have one built. I don't know what else needs to be done for the task to be checked off. Also when I go to Manage outposts on the war planner's desk, I get a prompt informing me that i do not have any faction packs installed (to which i don't) and that I have to unlock the raider faction through a raider questline. How do I unlock the faction?

If you have a quest to build the desk, then you already have the raider faction through the questline. It sounds like one of your mods is not up to date.

Make sure Workshop Framework, Conqueror, and Sim Settlements are all up-to-the latest version then roll back to your previous save.
