Can you add NPCs to city plans?

I believe you can add spawners for a bunch of NPCs with WRK, probably more with contest assistant (but you'd know more about that than I do). Other than that, it's definitely possible to add custom NPCs (even voiced and with their quests like some people did in the past) but you'd have to ask the masters of the craft
