Can’t build a power distribution room, commonwealth rising

So I’ve just started rise of the commonwealth, where after talking to Jake I need to build a power distribution room and start a computer network upgrade project in command mode. However the only option in the engineering department of command mode at the moment is to reassign staff. I’ve tried going to the basement where the quest marker is but can’t access command mode there. I’ve seen people talking about little black screens but can’t find one anywhere. I’m a bit stuck as I’m not sure what to do.
