Blue void originating in Manfield's office?

I've seen mention of this on the nexus mod page posts, but I haven't seen it mentioned here, maybe because it says all the search terms are too small/common. Once I've build Mansfield's office in How to HQ, a blue wall/void appears near the back wall and annihilates my frames if I look at it. Sometimes it can also be seen all the way across the ground floor if you look at his office from across the balcony. It seems to be a specific point or something that starts it because I can walk in his office and look in different directions and have it instantly disappear. It kills my frames but if I look away from it or walk through it, it goes away and my frames instantly go back to normal. 2.1.3a says its supposed to fix a cell crash, but I don't know if this is the same thing. So far it isn't game breaking, but its really annoying.

This right here!!!! Finally, now I know I am not crazy. That blue wall that haunts the GNN building? Does anyone have a way to stop it?!

I've just got to this part and I'm having the same issue. Currently I'm running a 2060 Super on driver version 512.15. I am also using the Fallout 4 Vulkan Renderer which seems to have fixed the random CTD caused by the nvidia drivers.
 
I just spent an hour re-enabling mods after confirming that the error wasn't present with just Sim Settlement 2 stuff, and for me the culprit seems to have been the New Vault-Girl Bobbleheads AIO mod. Disabling that mod and the weird blue void of fps reduction was gone. There is some strange interaction with the bobblehead in Mansfield's office.

If you're using any sort of bobblehead texture / mesh mod try disabling it and see if that fixes it.
 
BY TENPENNY'S BOWLER......You sir are a genius....I am in fact using the NVGB mod. I would hate to have to turn that off, being such a gentleman of culture, that I am but I just may have to to get rid of the darn blue wall of madness.....All hail JStarfall!!!!!
