Question Bed count repeatedly off by two

I'm currently busy pre-building all my settlements for a new play through. The basic idea is to build "themed settlements" for every location. Since I'm building settlement after settlement and importing the finished blueprint via transfer settlements (and converting them to city plan .esp) repeating errors is easily noticeable.

To date I completed 9 city plans. Out of the 9 settlements five have bed-count issues. All of those with problems use internal accommodation plots only. Although the physical plot count is say 12, the plot report and the HUD will only show 10 residential plots. If I use the "autobuilparent" command to level the plots to level 3, I have 12 physical residential plots (visible) at level 3, but both the plot report and the HUD are still only reporting 10 beds.

In two settlements (Abernathy Farm and Warwick Homestead) two internal residential plots "leveled up" to full scale (2x2) commercial plots. I deleted the plots, rebuilt and leveled them to level 3 again. Although the plots are now visibly internal residential plots, they are still reported as commercial plots on the plot report. The HUD still shows 2 beds less than what is physically present in the settlement.

In all the settlements with bed-count issues, I refreshed all the plots through both the planners desk command as well as through the ASM command on every plot. The deficit still remains. I have also tried swapping out add-on packs in the affected settlements, but to no avail.

Any help in this regard will be much appreciated.
 
There is a bunch of plots that used beds as a decoration at certain levels and that decoration is counting as a bed.

The Minuteman Martial plot is a good example of that at level 1 with the sleeping bag.
