Closed Barracks losing defence value after refreshing plot

Found this pretty bad bug with 3.03b. I have never seen it before, either it is a new bug or a mod conflict with something I recently updated. Does anyone else see this?

1. Go to Barracks level 2
2. Refresh plot
3. After a while, there is a message barracks updated.
4. Barracks have no defense value

From then on the barracks are dead and I need to destroy them and start from level 1. Doing a 'refresh all plots' also triggers the problem.

This is a specific bug for JT Bryant's Utilities, not SS in general. If you refresh them enough, eventually they will have a defensive value, but it can sometimes be a rare thing. I had to do it 10 times once before it kicked on a defense. When you're doing this, though, make sure you wait until it says "Barracks Registered" again and then check to see if it has defensive value. If it doesn't, hit it again with the Immersion Breaker Breaker.

These plots are one of JT Bryant's best ideas, unfortunately the bug has been around for a while and he has not been active for a while now.
