Automatted Building not Working

I upgraded to SS 3.0 this morning to check out the new stuff. I followed the quick start guide placing a city manager bench in Sanctuary. I assigned a city leader, but I did not get a confirmation asking if I wanted the settlers to remove everything and build on their own like in the guide.

I have also tried adding one to Red Rocket Station with no luck either. I assigned a leader and no confirmation asking if I want settlers to build on their own popped up. They also have not built anything on their own after about 2-3 hrs of game play time in either location.

Any idea why it's not working? Did I miss something?

any mods loaded other than Sim Settlements, the expansion or any of the addons?
 
Do I need the industrial revolution xpac for it to work? I thought everything was included for the SS 3.0 build for PC. Maybe I read wrong.
 
Nope, this is a different expansion pack.

Sim Settlements
--Industrial Revolution
--Rise of the Commonwealth

The latter two you can use neither, one or both as you choose.
 
So it's a new expansion like industrial revolution? I downloaded the new SS 3.0 from Nexus. Does that not include Rise of the Commonwealth?
 
it includes the interior plots and the core framework but doesn't include the city plans or the assets for RotC.

You need Sim Settlements and RotC to make this work.

3.0 includes the Martial and Recreational plots from IR. It does not include the Advanced Industrial plots. It DOES include the base template for an Advanced Industrial (so you can install addons that add Advanced Industrial plots w/o IR, but you will have none by default). It also includes the base code for city plans (so, again, you can add add-ons that include them w/o Rise) but it does not have any actual city plans included (so again, you will have none by default unless you install Rise).
 
derp.... I feel silly. I found the RotC xpac on Nexus and installed it. I get the confirmation now for sims to start building on their own. Looks like everything is working. Thanks for the help!
 
Excellent, glad that it's working for you. I hope you can look past the release bugs and enjoy the hell out of it.
