Audio/Visual Bug, showing up in dialog between VD and SS2 characters

Doesn't seem to happen often, but it will show the type of dialog like "Inteligence:<phrase>" or "Charm:<phrase". Sometimes it doesn't play the actual audio, the character nods or lips move.

I have found a few of the settlers ask for help but they there is no speech, I have dialog enabled so I can read what they say, there mouths moves but no sound, I am on P.C.
