I've made a settlement mod, it has building area, assigned sandbox area, working workshop etc. Its just a settlement, and from a technical standpoint its working no problem.
My issue is with Sim Settlements. Apparently, SS doesnt recognize the location. I can build War planner desk, standard faction prompt will appear but once i assign a faction, all i get is the faction tab on the bottom, that doesnt show anything except for faction assigned. Essentially, its broken in that location and doesnt allow faction to claim it. In addition, whenever i attempt to use SS tools, im getting the "You must be within city boundaries to use this function" notification. It seems like SS doesnt recognize this location as a settlement despite sandbox and building area linked up with the workshop.
What could be the issue? What have I missed mechanics-wise when building up the settlement?
