Solved Assign leader without a City Plan?

Does it make any sense to assign a leader if I intend to build the settlement on my own without using a city plan?

The only advantage I can think of is the special benefits that come with the leader. For example, Codsworth has the Robot Morale Officer perk. Or do these perks not apply if no city plan is in effect?

I try to assign leaders to as many self-built settlements as I can for this very reason. Some are more useful than others. Leader traits that increase food production or defense are quite useful for self built settlements.

Also, insiders tip: leaders do not have to just work the desk. You can assign the leader to work a plot and still make use of the benefits/disadvantages.
