I've been using Sim Settlements off and on. One thing that would be nice is to be able to make artillery plots after you do big guns. if its in please let me know, haven't found them if they are.
 
The Megapack has 2 types of artillery plots. They’re 2x2 plots though, so I don’t know how many city plan include them - I’ve just been adding them to manually controlled settlements so far.
 
And by the way, just checked - they do indeed (Per https://www.nexusmods.com/fallout4/mods/24668) function as Artillery, which is frankly useful.

I kept seeing them and kind of assumed they did, but I've been intending to verify that. Although at least in Immersive Gameplay, I've yet to call an artillery strike that doesn't kill me just as badly.
 
Don't you need to finish "Big Guns" to get the smoke grenades to call in a strike?
 
Plus you do get the defense :) Technically you probably shouldn't be able to build artillery before that quest is completed but I wouldn't insist on that or anything.
 
The altillery post and station do not count for the quest, by this I mean you'll still need to build and assign a settler to the vanilla altillery to complete the quest.
 
I have 3 artillery plots in JunkTown now
they can be used to call in strikes
but no idea if they count for the quest.
