Artillery in ROTC

Hello,
I am doing a ROTC play through as the General of the MM and herein lies my problem.
I'd like to place Artillery in the majority of my settlements for maximum coverage. However by the time I have unlocked Artillery some of my settlements are at max population and the build limit. Is there a way I can get passed this to place an Artillery?

If you have megapack 1 installed, and there is a 2x2 martial plot - you can always change it to an artillery plot.
