Under "Walkthrough"
11. Select "Tear it all down". The group will build the settlement. (Or don't, and they won't. The quest will proceed anyway)

Under "Notes":

  • If (for whatever reason) you do not wish to use a city plan, hit "no, let me decide" instead of "Yes, tear it all down." The quest will skip to the next part as if you had built a city plan. Useful if you are using settlement-altering mods (such as "Clean and Simple") or if you much prefer doing things yourself.
  • If you are running Expanded Dialogue and its patch, you must disable said patch once you arrive at the settlement, or else you will not be able to proceed. Once you build the city plan (or don't,) you may re-enable it again. This may change in the future.

It has come to my attention that v1.2.3 of my patch may be breaking the "meet at the settlement" objective of Who Can? ASAM! Use v1.2.2

I've made some updates to the wiki Walkthrough and Notes sections to include this information.
