Question Armory not upgrading

My armories never upgrade. They other buildings in my outposts do, but the armory never does. What am I not doing right? I have a soldier assigned and that soldier is always in there but it remains at level one.

If everything else is upgrading you're not doing anything wrong. I have a lot of hours into conqueror and have never encountered this.
Have you scraped the plot and started over?

This is over several games. I remember seeing it change once before, maybe the first playthrough. I can check the pole and it's at level one. Tried worker/guard / warrior roles with no success. I was thinking that maybe I wasn't meeting a requirement.

Hm, since the armory is a martial plot it could be held back by not having enough industrials in the settlement (unless this is bypassed automatically by Conqueror? I can't remember, but I'm pretty sure it depends on how "hardcore" your Sim Settlements settings are).

If so, you can change this in the holotape under Gameplay/Immersion/Martial Tech Requirement.
