Anyone knows how to do Radio Modding?

Since this part of the forum, I can ask about anything but SS2, I recently get in trouble with me modding a radio station following the online tutorial by :

However I cannot get the Radio to start running in my game, I cannot even find the thing? can anyone help me with this? thank you

I am guessing is it something wrong with my quest??? I want to make the music shuffle instead of playing just in one order
this is my first EVER modding, so I uploaded the .esp file is it enough for you guys to check?
