Anyone else still having issues of Settlers not going to Commercial plots or having proper inventory?

Trying to find out if this is only me, or is this a global issue.

Could it be a Better Settlers mod? Though technically its just a cosmetic mod.

I really don't think it has anything to do with stock, but some sort of error in how settlers are assigned.

As I mentioned somewhere else, Settlers also tend to go to the wrong locations and be non functional - which maybe the conflicts are happening.
For example, I had Settler "A" assigned to a shop, but instead, a new settler "B" with no job at all was standing at the seller's point but had no shop script.

While the seller who was assigned was somewhere else in the settlement standing around with a shop script, but with only their inventory items being sold.

Yep. Can confirm. Settlers are practically never in the shop they are assigned to. Their inventory sometimes works and sometimes doesnt.
EDIT: I do not have Better Settlers installed.
