Any way to turn a vassal into a liberated settlement?

So I recently assaulted Murkwater which was under gunner control. It resulted in the settlement becoming a vassal. Is there any way I can just turn it into a regular settlement? Or even an outpost? I'm not getting any options from my War Planner Desk unlike in other settlements where I can just convert them.
 
I think you just go to the settlement and take it over.

You mean through workshop framework? Unclaim the settlement and then claim ownership again? Tried it just now, but still no option to convert settlement. Tried doing it this way too:
1. Unclaim the settlement
2. Fast Travel somewhere far.
3. Returned to Murkwater and claimed the settlement
Still no other option than just to keep the settlement as a vassal. (no regular settlement or outpost option)
 
Just wanted to follow up with this thread and say I'm having the same issue. I have Jamaica Plain as a vassal, I turned it into one during the early quests after being forced to capture a settlement as a vassal, intending to change it back later.

Unfortunately there doesn't seem to be a way to take it back. The defense is high enough and I'm far enough in the war that the gunner's can't take it from me. If I interact with the workbench I can gain the ability to build there again, but it's still considered a vassal as far as resource contribution goes. The war desk considers it a vassal but change settlement type gives no options, and the city manager's desk considers the settlement a vassal.

I can't target Jamaica Plain with a raid, because it's part of my empire, which seems to be what the solution was back in the original version of outposts judging from an old thread. Is there just no way to un-vassalize a settlement without it being stolen from you? Seems like a super glaring oversight if that's the case.
 
Going to follow up here and assume this is a bug, you used to be able to turn vassals into outposts (and therefore regular settlements) by raiding them while they were vassalized, however vassal's are now considered part of your territory and cannot be raided, therefore there is no way to convert a settlement out of being a vassal.

There is a setting in the city managers holotape under war>Control vassals. You can use this to have vassals act just like settlements and still be under your control.
