So even with liberator groups, our city options appear to be

Vassal -> Supplier of outposts but essentially autonomous
What I'm suggesting is a third option that superficially will operate like a vassal, but be a "Faction Town" Completely under player faction control these settlements will produce more resources for you, but be more likely to be attacked by enemy groups. Additionally you're allowed to have a war planners desk without converting to an outpost In CK2 terms, these are your desmense settlements and/or capitol. They're what allow factions that are slightly less raidery to both get established, and start into "conqueror" gameplay without it turning off regular sim settlments gameplay.
Maybe have them produce an extra resource? "Morale" Which gives soft boosts to the others throughout your empire.
