Allow notification settings to be adjusted seperately

Currently, as far as I am aware of, if you want to get notifications about settlement progress, although you can choose what notifications you see, you have to set all of them to briefly flash in the corner, or appear as a "pop up message" in the center that you need to close. While you can chose what messages appear at all, they all have to appear in the same way.
What I'm proposing: Instead of the holotape and MCM menus allowing you to turn each notification on or off and set where notifications appear separately, each notification will have 3 options: Off, Corner and Center. This will allow you to make sure you see the notifications you consider important without needing to turn off the ones you care less about.

Spoiler: Example

Since, I set advanced industrial plot auto uprades to off, I'd set notifications for when they can upgrade to center, along with taxes and city upgrades. Everything else would still be on, but in the corner.

or maybe something instead like a configurable timer so for example important things such as plot upgrades or city upgrades could be like 30 seconds on screen and less important stuff could be like 3-5 and something somewhat important could be in the middle.. so if its something important at the same time of something less important the less important will disappear while the more important stays
