So early in my latest play through Abernathy Farm got attacked right after I set up the RoTC City plan. Connie vanished could not find her any where not even a body. The attack was super mutants so I assumed she had been disintegrated and moved on. (Poor Blake). Later in the game I was exploring Jamaica Plains looking for salvage. The ferals where fighting Connie. After clearing the town I found that Connie was listed as belonging to a sleeping bag in the settlement. Connie only says "yeah?" now. She can not be moved nor can I take over the settlement with her there. So Connie abandoned her family and moved to Jamaica Plains. Any one else have this happen?

Sorry I can't help with what went wrong.
But if you want to build in the settlement you should be able to claim it through Workshop Framework (on PC and with MCM) Workshop Framework > Tools > Claim This Settlement

It seems that the RotC plans have a lot of issues with stuff. Placing plots in interior cells like Home Plate, people leaving their settlements etc.

Yeah rotc for some reason does not work well for me either and that sucks cause there’s 2 or 3 rotc plans I loved using in some places.

I played them all in SS1 so I haven't used the new version. I have been too focused on my own City Plans to use anyone else's though.

I've been having a similar issue. A couple in fact.

1. Fast travel to Red Rocket is... You're getting stuck in a bus. Lol.
2. Abernathy farm is like... overlapping 3 farms on top of themselves. I love the city plan for it. but oof.

I'm thinking I'll disable the city plans and scrap some of the more borked ones.

Oh i know. RotC I felt would at least have a little more stability than it does. I think I'll just use the baseline ones and build out stuff myself.
I've pretty much 100%'d my save. In preparation.

OF LONDON. (only to find out I'll have to do a new save for it i bet. lol.)
I also cannot seem to be able to reclaim Spectacle Island. I gave it to the raiders to get some bonus stuff and then killed all the raiders but for whatever reason I can't reclaim the spectacle Island workbench... (it didn't have any people there so I minimized the impact to my settlements. The other two I attacked I got back but I can't get back Spectacle even though it doesn't have any settlers there... but that's unrelated to this )

ROTC is an ss1 port, user plans were made for SS2

try reclaiming it with workshop framework holotape.
