A Kiss Before You Leave Me not starting

I need help with Odette and activating the quest, "A Kiss Before You Leave Me."

Symptom: Odette's dialogue is idle as if the quest is completed. She is not part of a settlement but wanders in Sanctuary Hills. She cannot be commanded or assigned to anything. She will not give her quest.

I have been recording a series on YouTube (Playlist here) and she showed up at about episode 20 (SS2 v 1.0.4), but I didn't try to talk to interact with her until episode 24 where I tried to reset her with the command 0902000b.recycleactor. (Ep 24 Savefile) As a result, she disappeared from the game and did not show up again until episode 25 after 2 days worth of regular gameplay.

Finally, in episode 26 (SS2 v 1.0.5) I decided to try console commands to reset Odette. The first command I used was help odette 4 qust and learned of the ID for the quest and entered the command sqs 0901BC27 and the output was that the quest stage was at 0. I experimented with resetting the quest back to 0, and then to 10 and 25, but no changes were made. The command that I used was SetStage 0901BC27 0. It did not help anything so I reloaded from a save file.

I talked to The Ron after reloading the save file and asked for an Endurance settler. To no surprise, it lead me back to Odette. I simply reloaded my save file.

So I am stuck. I can't get Odette to work. I have video evidence and a save file. I think that the only thing that I really need or want is an explanation on what is going on. I'm really curious on the inner workings of these SS2 NPCs.

In this video, you ran the console commands on her dialog quest. Try it again on the "A Kiss Before You Leave Me" quest. I'm assuming that quest is at stage 25. I had the same problem. I took a look at this quest in the CK but was unable to find anything that would prevent the quest from continuing. I'm also curious if the recycleactor command affected her RefID and the quest alias. Using the command sqv 'questID' will show if the alias is filled or none.

In testing, I tried setting the quest stages in progression using information I pulled from the quest in the CK. The quest did not continue normally until after the 'clear location" part and setting the stage after the 'look at the bodies' part. Sadly, I don't remember the stage IDs.
I'll take a look at your save and see what I can find.
