How about adding the synth spy detector mod into the building list as an essential item to build sense it would help alot. Next there are alot of custom settlement locations how about adding those into sim settlements
 
I like the custom settlement idea. Thing is, first you would need the author's permission. Second, you would probably have to tweak it to work with SS. One other minor point, some of these custom settlements on Nexus use the Transfer Settlements mod as a framework. I'm not so sure that it's compatible with the frameworks that SS uses. Perhaps someone in the community knows the answer to that.

@Sirlach would probably know this - he did a video series on the workshop framework exporting/importing - though custom settlements weren't covered. The build export isn't the issue, but how to appropriately do the scrap profile. My guess is 2 would be needed - one of an untouched custom settlement - and the 2nd would be a fully scrapped settlement - at least I think a scrap profile would need both of these so it would "know" what can be scrapped?

SS will work with any custom settlement that has a properly set up workshop. I have installed 10+ custom settlements in a game and had no issues using SS on those settlements. Only problem comes if the settlement isn't made properly and screws up the settlement list. Best to read the comments section on the mods Nexus page. and test the settlement out before committing it to your precious save file. :)

Both Transfer Settlements and Workshop Framework methods of exporting and importing settlements are fully supported by SS. We use them all the time in the City Plan competition. :)

There isn't a way to do it at the moment. There is a mod that provides the ability. Hopefully someone will add it to an add-on.
