A couple questions...

So trying to get back into FO4 after a nice long break. I love the settlement aspect and enjoyed Sim Settlements before. I can see a LOT has changed. So trying to sort out a way to balance it with how I like my settlements to look and how Sim Settlements functions.

1) Can I or how would it effect... if I Run a city plan in say Sanctuary Hills. Let it develop up some and go in using Spring Cleaning and scrap everything and install Clean & Smooth Settlements and them build up structures and put Sim plots where and how I want? Would the city planner's desk still function in managing the city development for me or would it be totally busted?

2) Can I use the city planners desk or manage plots I place how I want or will it only work for if a city plan is active?
 
I see you use pc and xbox. My comments are pc only.

I will not recommend any scrap mods. Use at your own risk.

The desk will function regardless of city-plan or manual sim settlement mode.

If clean and smooth is a settlement overhaul mod I would say it is likely ok to use in manual sim settlement mod. To be clear, I would not use any settlement overhaul mod with a city plan. City-Plans are based off of vanilla settlements.

You could. But other than the persons leader traits(small bonus/penalties) you will gain nothing from it. The leader is first and foremost to allow the settlement to run a city plan.

The desk still provide various function in manual settlement mode. You can donate food, drinks, stims, beverages, ammo, weapons and armor to gain those bonuses/stockpiles. Donating junk does nothing at all, so just a waste. Desk also provides easy access to the holotape options.
 
Ok so if the desk is pretty much useless for a manual city layout, will the plots 2x2 and internal ones still develop and upgrade on their own or will I need to go to each plot and upgrade them?

in the halotape just make sure you have the upgrades set to auto.

The halotape is your friend in all things Sim Settlements.
 
Or if I expand and add my own "Flare" to a city will that be effected by the city desk?

The desk = halotape only a little better like rhn said. I personally always install a desk. don’t need to but Coots did a great job on all the custom ones if you use his add on also.

No idea who Coots is but will look into it.

The big reason I'm curious is I just hate the filth laying around. The way I am I'd make sure all rubbish was cleaned and removed and all walls and roofs were patched. So it drives me nuts seeing things how they are. Yeah I know its a wasteland I get that, but doesn't mean people have to be slobs lol.

And you use that with the Sim Settlements? I am assuming you build you own city layout then?

I have been using off of the Bethesda site as I can't find it on Nexus. There are individual versions but it doen't cover all of them separately and the one's I'm mainly after aren't stand alone variants.

I thought (as I always do) to drop a note on this.

If you intend to use these mods they I can say you will face a lot of issues down the line.

I do get the fact that people will argue that why wouldn't settlers clean up their settlements, but then I have always revert back to this very short answer:


The first thing you do when you wake up in the morning, if you managed to get some sleep, is to check if you are still alive and have all your body parts. Then you get up to do your daily chores. For store owners life can be just as hard as savengers, having to deal with a person who has suddenly learned to barter with such great success, that ammo is now half the price then it was on their last visit and its not even January Sales, how do you think I can feed my non existant children and Partner with this silly sum? and what, next time you come back you will get it for free?

The Savenger leads a simple life, go collect scrap, make it back alive or die. After many hard days collecting, if they stay alive, when they are meditating, deep in thought, realising that if they died, would the savour of Fallout 4 who is off questing, even notice?? or if still alive, even notice the contribution you have made????, or even just notice the fact that you exist????????????? or even care?????????????????????????????????????? or realise the hard life you lead when they are playing another game???????????????????? or just realise????????????????????????????????? or just???????

Then some guy called @kinggath turns up and adds to your struggles by making you build your own dam settlement, I mean, for me, I used to just turn up somewhere and it was built for me, but now, great, I have to go collecting for even more scrap, selling more goods and then he makes you pay tax towards living in that place, only to find some Super Mutant turns up and bashes your head in, just for standing there and looking at him, like he was big, green and ugly, oh, did I miss dumb greeny big thing. What happens to your then, with no Life Insurance, a replacement turns up a day or so later, no gravestone to say, We Remember GA_Darkerside and how he made Sanctuary a better place to live in, all the hard work and dangers I faced every single day, how long it took me to build and upgrade each building (about 2 minutes), all forgotten, I mean, really, do all you wasteland wanders know what I done to help you build your settlements just so you can go wandering on some dam quest that goes wrong that you have to restart again, how dam hard I have worked????? I mean do you??? Do you really know how it feels to watch your life CTD all the time, or to find part of your memory wiped to a previous save or your life reset???

And I speak for all us NPC's that are in the settlements, don't ask us to clean it, its not fair and not right, after all we have preprogrammed feelings and we are real in code. If you want a nice clean settlement, go buy a broom (0005238f or 000e376a (clean version)) and get yourself down here

Yes, I build my own.

Sanuaury Lite, has been re-navmeshed by jenncave and Hoza. Hoza is arguably one of the very best modders in that area of modding.

I use their overhaul mods so as to never touch a scraping mod. If I do find something I feel I just have to scrap, I console command it out of my game
