Question 3 in 1 Pack Issue

I downloaded the SS 3 in 1 pack, and it seems that the RotC and Industrial Revolution aren't working. I go to craft a city planner and it's not where it is meant to be.

not a lot to go on here, but here are some basic questions;
1. are you 100% certain that the mod is downloaded and correctly installed in your game?
2. when you say the city planner (desk I assume), where do you think it's meant to be?
3. can you post up your load order (in spoiler tags) so we can see about mod placement and activity.

And have you been to Concorde and rescued Preston, thus getting the city manager holotape, at the same time?

Settlement Menu Manager installed as well?

I had a similar problem and one of the many different suggestions I found in the forums to various related questions, did the trick. So I thought for other unlucky ones I'd share problem&solution:

• Latest FO4 with only 20+ mods, including ScrapEverything, but that was not the culprit.
• Fresh download of SimSettlement 3-in-1 version 4.2.3 using 'mod manager download' and Vortex. Dito MegaPacks Year 1+2.
  
• Problem 1: Fresh (survival) character, StartMeUp to chapel near Sunshine Tidings, SimSet holotape and ASAMs spawned via console.
  • Advanced Industrial Plot can be zoned
  • but the ASAM-Sensor shows only the Prospector's Tent as available building option. Afaik that's from Another Brick in the Wall via Mega Pack Year 2.
• Problem 2: Older character, present when I first installed SimSet, holotape and ASAMs acquired normally in-game:
  • Advanced industrial plot are not available to be zoned, only the plot types from basic SimSet are available

So, evidently the game did not recognize the presence of IR - and that to a varying degree.

Solution:

• de-installation of the 3-in-1
• separate download of SimSet, IR and RotC
• this time as manual download, but still installed via Vortex

Now both characters have access to advanced industrial plots and building plans from IR.

Note: I'm quite sure that downloading manually while still using Vortex to install does not differ in result from letting Vortex handling the download. After all, both methods fetch a 7z-file and a corrupted file would be impossible to extract.
