3-in-1 - Beacons are often built but not powered

Unsure if this is a bug or not. I have three in one installed. But settlements often will build beacons but not power them. I don't know if this is temporary or not.
 
Ítems from city plans are always built without power due to limitations exporting wires

Edit: they work well despite that

No -- city plan plots are self-powered. Building power and connecting them to it yourself can cause may wondrous and strange things to happen to your city, all of them bad. You should ONLY power plots you add outside the city plan, or after the city hits Level 3.

Oh poop. I powered beacons. I probably should delete those.

Uhm, will refreshing plots remove anything i added? I may have added beds or defense to some places. Everything is automated. Also preston won't give me the Taking Independence quest. I haven't done the first quest for finding info about Shaun though. I have 10 settlements.

I know it takes a while for Preston to get around to giving that quest, usually after doing a certain number of "settlement needs our help" quests. There are also mods that can alter how often he gives you those quests, and the level you have to be before he asks you to take back the castle.

As far as refreshing plots -- it will probably remove anything you added to a particular plot (the refresh basically rebuilds the plot), but it won't affect anything outside the plots, like defenses you built along the roads or on bridges or whatever.
 
Preston still hasn't given me the quest so I don't know how to fix it. Furthermore, I noticed some settlements alternate between 7 and 8 beds randomly. I have all settlements automated.

EDIT:
Well crap. In greentop it's showing "999" water which I know is negative water. Some settlements are not functioning properly.

Did you get the Finch Farm quest yet from Preston? The Castle quest usually comes right after that one.
 
The progression is usually Tenpines, some random Settlement, Finch, Castle.
