250 mod limit

Yah, I had a lot of problems once I added a mod that didn't play nice with the rest. I had to resort to removing everything, which with Vortex you can purge them all at once, and then just add back the ones you want. I also had to reinstall the game itself. Not sure if this is true, but I was told that you can break the game and it will continue to affect new games until you reinstall.

As far as I know thats right. If you have steam I suggest using the repair files option.
In Steal got to your library. Right click on it and select properties. Under Local Files select verify files. This can take a few minues so you might find something to do while its busy.

Once its downloaded and installed the fixes Id double check your load order list to make sure its still the same then your good to go.

I merge my texture replacers into source so I free up that space for ESPs. About ~60 mods currently merged into my sources. I use my own tool (link in my signature). Though its a script, its not hard to use.

Its a great solution either you have settled down with a texture makeup or if you are still experimenting with overhauls as it gives you options to have templates so you can have multiple sets to experiment with or perhaps just keep them for later use.

The main goal essentially is to reduce loading lag.

You can also use it to just merge multiple mod archives. The plugins, if not loaders, will still be packaged in the mod as is. Loaders will be removed. The script holds an extensive keyword blacklist to determine this.
 
I play in VR, so I'm absolutely hard bound by the 255 plugin limit. In fact, I actually have to remove the ESL flag from mods, because the VR version doesn't support them. Luckily, I've been playing Bethesda games long enough to remember when ESLs weren't even a thing, so I got very used to merging non-scripted mods.
