Fixed Settlements Resetting Progress to Next Level
I have this problem where my settlements will get to 100% level 0, not level up, then reset their progress. So far this has happened in Sanctuary and The Castle. I took a look around on the forums for about 5 min and didn't see any issues quite like this so I'm making this new post just in case...- CrazyPolack

Lvl0 Crafting Stations Rotcw
Sanctuary and Red Rocket both have a full set of Crafting benches when you get to them. I find it strange that the lvl0 (foundation level) scraps them. Is it possible to leave these be, or maybe move them and incorporate them into the city design at all levels??- Forral87
