Further updates: cutting the power and sleeping for a day in the undertunnels, then coming back up and turning the power on, resulted in a couple settlement quests getting queued up, but Radio Freedom's gone back silent. I hope I don't have to do that every time he gets sick.
No city plan, just straight buildings. There's only one transmitter and it has the broadcaster assigned to it:

All Settlements Extended has worked out pretty well for me on the "tiny settlement = no plot space" front, though indoor plots are also a big help there. I realize it's a bit of a stability risk, but honestly, as SS2 has been patched up I haven't crashed much at all?

IIRC the Greygarden bots are actually on a different faction from other robots. Kinggath has said his robotic settlers all stay assigned, so I wonder if it's some common mod like the unofficial patch that's breaking this.
Weirdly enough I had something work today. (No new versioning, still 1.0.6.) I built a fresh comms station in Greygarden, and was able to pick up a salvage beacon container in the trailer just outside ArcJet.
It would help to know what the intention is here. As it is now, if you haven't got them from the main questline, building a comms plot unlocks both the Mark 1 Beacons, where settlers salvage a site, and Salvage Beacons, which help you salvage a site by ferrying stuff from one container back to...
Has this also addressed the issue where robot settlers will sometimes just unassign themselves from plots? I've only got the SS assignment on, but Doc Shock has amazing perception and I'd love to put him on a caravan plot to take advantage of it, except that's one of those things that's real bad...
