    I think 0.65.11 still shows .els files in your "active mods" number, but they can be ignored. So it's really that number - any .els files (which can be found at the top of the plugins tab after .esm) The latest version doesn't require you to restart NMM after installing an .els though.

    0.65.2 is not the latest version. It is the latest version on the Nexus site because it is no longer suported by them. You can get 0.65.11 with the link RayBo suggested that has a lot of bug fixes and better support for .esl files. I'd highly recommend it.
