So after testing it turns out some of the settlers with that icon were assigned to Rec plots. I used Settlement Management Software mod to locate the Settler who had a home but would not self assign a job. They had this icon as well. Thank you L2K_Perma and Kinggath for the help. Edit: fixed...

I get the feeling this is something I should know but... What does the green vaultboy icon mean for a settler? They won't automatically take a job, ASAM vision doesn't show them as unemployed yet, they count as not working for the job bar (as far as I can work out) and they stand around doing...

In rare occurrences, my mayor's house refuses to build, no matter how many times I refresh the plot, so I've been changing the plan to something else, which builds fine. The main problem is once I've changed the plot type the Mayor's house can not be built anymore in that settlement.

Shame to see this gone. It inspired me to create a minigun the same, then install mods to give the gun more damage :getsome:
