If you're launching directly through steam then you're not using F4SE, no wonder you're having issues. You need to install and use F4SE properly to have any hope with these script heavy mods.

No, you need to change the option either in the holotape or the MCM menu. I believe it's called "control vassal settlements" or something along those lines. Once you have changed that setting you will (probably after some delay) be able to build in your vassal settlements.
