    I have been getting this issue as well, I can't progress through Conqueror anymore because of this bug. I hope that the Sim Settlements team can fix this issue before it makes new games unplayable. :(

    Reporting Bugs

    I just got back from the Ophelia quest in Shaw Highschool, she's at my hq but won't talk at all. I also tried waiting 24 hours then leaving and coming back, still wont talk.
