    Oh, deficits. Are you using city plans? Most of the ones I've tried rely on items with maintenance costs. Unless you keep dumping caps into the supply safe thing in the desk, or turn off maintenance costs, they get out of control pretty fast.

    Are you building the bunkhouse helper plot, by any chance? I noticed it has the stairs on the other side. After you get all the interior plots placed, you are supposed to change the main plot from bunkhouse helper to bunkhouse main.

    Allow faction pack authors to customize verbiage for their factions, but also provide a sensible defaults for factions configured as liberators.
