Seems to be common, someone else created a post about it and only got a sarcastic reply.
I tried again with only raiders and no pre built settlements and the mobs are behaving as expected since there are no turrets. I can't claim the workshops without cheating and using the tool from Workshop...
Every settlement I come across is already in combat with itself. It seems to be the turrets that are part of the city plan attacking whatever faction is supposed to have conquered that settlement.
I'm using StartMeUp and have tried several new games as I tweak different SS and Conq settings...
This doesn't seem to do anything and I can't find any mention of it. The description makes it sound like when I power up a recruitment beacon a group of settlers should show up right away, but no matter how long I wait settlers still just trickle in one at a time like vanilla.

Had to reload a save from prior to finishing "Order Up", only then did the quest id show up when running sqt.

The settings are being saved, other than the one. I need to know where the settings are being saved since it's obviously not in this ini file. I have F4SE installed correctly.
I can't find any mention of this file when searching here, the Nexus thread for SS, or with a google search, other than that it's included in the original zip file for SS.
