I've given up too. I just make a mental note now to keep an eye of where my experience is before I build up my settlements and Qucksave periodically, not using the Autosave Timer feature, in case I do level up by accident.
I turned off everything but Workshop Framework and Workshop Plus and the issue is still happening. There shouldn't be a mod conflict. I have no mods that modify experience for the Settlement system besides Sim Settlements with Workshop Framework and Workshop Plus.
When I level up using Workshop Mode it causes my HP to be locked at 0 HP. Taking any damage, Radaway, and sleeping causes instant death. I tried turning off the options: Invulnerability, invisibility, carry weight, etc.Still happens. It stops happening when I turn off the plugin.
I'm thinking this might have something to do with Conqueror. Rarely I would get the Provisioner icon next to Water or Food even though Sanctuary is my only settlement. I'm thinking something maybe iffy with how Conqueror auto links Settlements together with Outposts.
I'm having the same issue. Here I am in Sanctuary. I built a water pump to help show what is wrong.

Before the 4.0.5 update I captured my first Outpost. After installing the 4.0.5 update I'm trying to get my first Vassal and Jammer gets caught in a dialogue loop: He asks how many Raiders to send, confirms it, then asks again, wash, rinse, and repeat. I tried loading my save before I captured...
I'm having the same issue. The Needs HUD shows the correct values until I enter then exit Workshop Mode. After that the bars change incorrectly. My Citizen Needs Report seems accurate too. Quicksaving then Quckloading ends up showing the correct values until I enter Workshop Mode again.
