This is more of a general question, so I think general section is the proper place for this thread.
I recently finished a playthrough with RotC 3-in-1, where I had most of the settlements evolve to lvl 3, with a few special locations (Sanctuary, Castle, and a few other) that I developed...
Make settlers spawned with lvl0 city be immortal until the construction/cinematic is complete.

Can confirm that cities won't upgrade without a leader assigned, even if that requirement is turned off. Moreover, plots won't start auto upgrading until I visit the settlement, even though everything is set to auto upgrade.
Using SS 3-in-1 4.0.1 + Workshop Framework 1.1.1
BiRaitBec's list works flawlessly with 3-in-1 (even though he only suggests using SS + IR), although with maxed out texture options lvl3 cities drop fps by a ton.
The description on Nexus says WF needs to to go after UFO4P, because WF overwrites workshop scipts, so I guess it does provide more efficient scripts even without Conqueror?
Does SS: 3-in-1 variant benefit from this framework without Conqueror installed? I.e. does it make scripts run faster and/or more efficient? Or does this only happen with Conqueror installed?
