I think it should be obvious, but raiders should never be automatically assigned as workers in a settlement. The system should at least try to have 5 warriors in the main base, then the rest guards or patrols. Right?
Just like the question says. All Settlements Extended is a mod on the Nexus to extend out the build area of the various settlements. Are there city plans that take advantage of this for SS and Conqueror?
Some settlers are 4th tier vendors, how about a framework unique, named settlers with traits? This will work much the same way as mayor's traits, but the settlement will get the benefit of a single trait simply by having the settler live there.
