All the solar tower does is give you access to solar panels and the encrypted schematics. If you have it powered up thats about it for that plot. It is a requirement for making the c-finder too. Hope that helps

Yup realistic build times will slow down xbox pretty bad. I've also had a occasional glitch where a plot would get stuck on building stage and cause script backup which caused the plots to be stuck. Any plot you happen to see where building scaffold disappears and reappears over and over, go to...

Yup. They recruit right away. But like I said some of it seems locked behind conquerer questline. I couldn't take prisoners though only make an outpost, or take vassal city. Not sure if u need to complete Jammers quest to get the rest of it to work correctly.
