As Whisper stated generators and turrets cost caps. One cap per generated power and turret defense. Makes starting a settlement a little more challenging. (only way I'll start anymore)
Up to you, but I always make homes for the settlers, it does generate caps,a small amount, but at least some...

Build a city planners desk, assign a leader and let er rip.
I would recommend Sim Settlements 3 n 1 mod.

Now I'm confused. Are you saying the creation kit has been at the desk for a while?
Reason I'm asking is I just did a bunch of testing with the gavel and the scrapping option to see which yielded more scrap. (on that, I always ended up with more scrapping myself )

Or just change message type to pop up.
Only issue there is ok'ing the message when transferring alot of inventory, or doing something and the message pops up at the moment you're about to press A (ox xbox)

Excellent!! I gave up on the vault, with maintenance costs, realistic build times, and xbox limitations, it just became a money pit. I let it go into deficit and cleared everything out. :grin

Well now I got something else confusing me about costs.
Took the castle, laid down a power plot, connected the 3 laser turrets and have no cost involved with the turrets. ?? If I lay down additional turrets there are costs involved with those, but not the original 3.
Is this just a freaky...
Martial plots, power plots, water plots.
I only have a few of them laid down, but none have costs involved in them. Is that intentional? Or is it something the creators would have to incorporate?
Just seems pointless to only have the beginning of a settlement a challenge.

I also use Sanctuary as my dumping grounds. I use a separate container as designation and have never noticed an increase in attacks. My rule is to never use a workstation as a dump bin, settlement attacks are annoying. (I never use anything to lessen or disable attacks, but their still annoying)
For me about 95% of the time if something is connected to the floor in front of where an interior plot will go, it will not place. Even some walls interfere with placement.
Using other pieces to get what you want placed has become commonplace for me.

Yes, STS does in some way hamper some snapping of objects.
I can't offer much advise, I've been struggling with this and found that using sacrificial pieces to make what I want happen is the only way I can get it done. Even in vanilla some pieces don't play well with others.

Still get option to donate to settlement with beacons. So donating to settlement using beacons;
With NO DESK - all scrap will go into workshop, all else, (weapons, armor, aid) will be lost.
With desk - again...
Thanks for that. I was aware of most of that, didn't know about flags though, never even crossed my mind. Can't remember seeing that option. I do always build a desk anyway, mainly for the local plot report since it's not available on the pip-boy tape.

If you donate scrap to a non-rotc settlement via a salvage beacon, where does it go?
Just wondering, say I wanted to send some weapons, ammo, and armor to a new settlement for that armory rating boost. But I also want scrap for building, where does it go if sent via one salvage beacon?

I did figure out my issue, turned out to be my own making.
I didn't pay a whole lot of attention to all the individual plots in the settlements. Scavenging plots do play a bigger role. For some reason I changed the scavenging plot to something else in Zimonja and that...
Had Sanctuary and Abernathy Farm partially built up and all plots ended up capping at level 2.
Numerous other settlements did not have any issues only the 2.
I was still able to lay more plots and upgrade, but they would also cap out at 2. Refreshing plots didn't work, refreshing all plots...
How much scrap is needed to fill Zimonja to 100%
I've donated small amounts here and there via salvage beacons, and just donated almost 3000 (pounds?) via beacons again. (just a mix of scrap from my walkabouts) Went there to check and upgrade was only at 41.95% Only other settlement via ROTC...
