Sent every settler to Outpost Zimonja, then later sent them back. Used Town Meeting Gavel and TIme for Reassignment. Slept 24h and waited. Even rebuilt the settlement and waited. Sadly still the same.

Out of curiosity, what is the underlying issue? Two sets of pointers pointing to the same memory data? (I'm too unfamiliar with FO4's internal data structure to make an educated guess)
My current save file has a bunch of settlements that seem to be "linked", as in assigning a leader and build plan to one assigns it to the other, and vice-versa. It's always a two-way link too, not to some other random 3rd settlement.

Seems the city refresh went wrong somewhere. I saw visible navmesh blocks too. I refreshed the city again and now the unscrappable beds are gone again.
When doing a city refresh on The Slog, it returns the previously present unscrappable items such as the beds.
These interfere with the city plan and are normally scrapped during Level 0 setup.
