Bit of honesty in this reply as I rather think you've not done any research into SS2 yet.
SS1 and SS2 are entirely different beasts.
You cannot install SS2 into a game that had SS1 active. this is written clearly in the sticky posts on the mod page. This is literally the first thing you need...
That sentence implies (incorrectly) that once a user hits three digits YOU recommend they switch to MO2.
If you are talking about average users with limited modding experience, then I'll ask why you are giving them a fallacy that is 100% incorrect?

No, you are 100% wrong. The number of mods is irrelevant to the mod manager, which was your argument. Somehow Vortex has a limit on the number of mods, while MO2 doesn't? That's complete garbage, but you know, you do you. If you want to peddle fallacy over fact, that's fine with me.
The mods have been pulled down and installed over years. As long as you know what you're doing and what the mod needs to work correctly, you're golden.

i've been trying, for weeks, to make sense of this new system and I simply can't.
It is frustrating beyond belief, and for me, there is no enjoyment in fumbling around blind, so I ended up just ignoring it completely and writing batch files to give me building materials and all the rest of it...
Both Raze my Settlement and Clean my Settlement are from the same author, and work seamlessly with SS1 & SS2, or without the SimSettlements series entirely.
They are, to me at least, essential mods to have in my game, because they automate a very tedious process enormously.
I fired up a new game, added the WRK mod and went on a scrap rampage around Sanctuary. I can scrap roads, debris, houses ... it's pretty good.
Needless to say, WRK is being removed from my game because that's pretty grim.
built limit can be adjusted by going to the workbench and selecting the option to manage the settlement. this is built in and makes any mods that are designed to increase the build limit obsolete. also it actually does it in a much safer, less game breaking way.

Vortex has a setting "Autosort" that's the LOOT API. You can either enable or disable it. If you disable it, then you need to run LOOT manually. There are people out there who think that this is better than using autosort, when it's exactly the same thing.
you mentioned that you cleaned up inside and outside of the houses in sanctuary - not sure if you did that manually, house by house. If you did, then you may want to look at a mod called "Raze My Settlement" that can be used to do exactly that for you in a matter of seconds.
