While all other settlements work will with leaders, Zimonja outpost only builds fundament, but nothing else, even settler limit keeps at "unset" (no max settler limit).

You need full defense bar for commercial plots, you can try to turn of citiziens needs, this allow to upgrade plots without requirements, also you are less restricted in your build order.
