I went back to check, and the 20th settler that just moved in finally opened a shop in the interior plot outside my old house. I think all the industrial plots are taken so they had nothing else to do.
My upgrade scrap is at 100%, so I don't think they want more but I have no clue. Just in case, I reset the building plans (I haven't blocked any). I'll keep an eye on things and see what happens.
So I wanted to let my Sanctuary settlers just do their own thing and build their city, however I now have 5 industrial plots and 0 commercial plots. Is this normal? Do the settlers just not make commercial plots when left to assign themselves?

I currently have 6 guards patrolling my settlement, so I removed guard posts until there were only 18 (6 guards x3 each), but the doctor still will choose to stand guard at them occasionally. Her assigned job in workshop mode still shows as a doctor, though.

A couple of my settlers occasionally will reassign themselves to different homes/farms. I don't know if it caused by your addons specifically, but it only happens with the settlers assigned to the fishing and molerat farms. They always assign themselves over to a vanilla Sim Settlements plot.

Settlers will not enter or work at the clothing shop. The assigned settler will still sell things, but stands around at a random location in my settlement. I have tried multiple different settlers, all with the same outcome. All other stores seem unaffected.
