Most of this type of mod conflicts with WSFW. I do not recommend using them or are they needed.
Just walk up to the settlement workbench and select [space] Manage > Adjust Build Limit and increase it as needed. It should be pretty risk free as long as you stay under 300%.
Make sure the pex files exist in Data/Scripts.

Its not really a matter of hardware. (better does help) Its more a limitation of the game engine. The more NPCs you have loaded at one time the more the engine struggles. Number of loaded NPCs is directly proportional the the power of Todd. Also remember turrets are NPCs.

Do you have more than one pylon in the settlement? SS2 can only see 1. You can manually toggle the switch on the pylon to set it active. (it verifies some SS2 things in the background which can resolve issues)
